    Always fetch tests when retrieving eggs to avoid caching issues
    
    When chicken-install retrieves an egg without tests, and later you
    want to install and run the tests, it will act like there are no tests
    because it uses the cached dir as if it contained the entire egg.
    
    This fixes #1477
